[bisq-network/proposals] Add Transferwise as new multi-currency payment method (#243)

We do have a self signing feature that should automatically self-sign all accounts where account signing is required and the owner id (e.g. name for SEPA) is matching exactly. But I don't think we have an account type that uses email right now and requires account signing.
