[bisq-network/proposals] Add Transferwise as new multi-currency payment method (#243)

Is account signing needed? If it is and self signing won't work we could look at a legacy arbitrator signing the accounts. Question is, which account should be signed?

Another option is to allow self signing of these accounts, could be done by adding a field for proper name and if it agrees with another account that is already a signed it would sign the new account.
