Yes, payments are final and if that is the reason for account signing then maybe account signing is not needed.

My thoughts are if TW-TW requires signing then new users to the payment method would know that the user they are trading with has had their email address verified by another user and they have completed at least one other successful transaction. Increasing the likelihood of a successful trade.

If TW-TW does not require signing then new users to the payment method, and existing users, would could potentially be trading with someone that has not had their email address verified by anyone, and may have never completed any successful transactions. Decreasing the likelihood of a successful trade.

I am biased toward account signing though as I do not like to trade with payment methods that do not require signing, for the above reasons.
