[bisq-network/compensation] For Cycle 17 (#670)

As [transifex admin](https://github.com/bisq-network/roles/issues/20) and with @m52go persmission, I approve this request. Submit this to DAO vote and publish the TXID.

Just let me point that the 20 USD for translating strings at cycle 12 are approved on this request because there was a part of translations that were still not paid after the DAO rejected the request because there was unapproved work (reviews) in it.

Thanks a lot for your collaboration, strings for bisq-desktop tend to grow day after day and soon we'll start with the website, and wiki pages will need to be translated as well, so please stay close.
