[bisq-network/bisq] Placeholder - create single bash script for tails per-boot persistence config (#4564)

Proposal is to create a shell script which is carried in the bisq .deb package but is not executed by normal installs of the package.

Enabling this will be step 2 of two step replacement for the bisq-on-tails wiki install instructions.  It will greatly simplify the install instructions for the end user, and have no side effects for non-tails installs.  

I am proposing to provide a pull request with the script for inclusion - along with a pull request for the wiki update.

Depends on #4563 (which somebody else needs to handle) and a PR I have for upstream tails.  

Before behavior:
- user follows complex instructions on wiki, runs Bisq for the first time, but loses both state and install when rebooting tails.

Fix:
- once somebody in bisq enables #4563 
- and tails upstream fulfils my PR there
- I will provide a PR for this issue as well as a corresponding bisq/wiki issue

After behavior:
- user cuts and pastes two understandable lines of shell into tails 
- bisq binary is available after reboot, and state of wallet/etc is persisted
