[bisq-network/proposals] BSQ trading fee update on Cycle 23 (#325)

This proposal keeps a record of the [process](https://bisq.wiki/Updating_BSQ_trading_fees) to keep the BSQ trading fee at 50% discount to BTC trading fee. It will remain open until we need to update BSQ trading fees again.

Last update was on #318 

## Cycle 23
**Parameters** ([see issue](https://github.com/bisq-network/proposals/issues/289))
* USD/BTC price: 49.100
* USD/BSQ price: 2.28
* Current BSQ discount: 60%

It's necessary to **update BSQ trading fee on Cycle 23**.


### New BSQ trading fees
A change parameter request for BSQ trading fees will be submitted to DAO voting:
New BSQ maker fee: `9.95`
New BSQ taker fee: `79.63`

The 15% cap to increase BSQ trading fees has been used.
