How about delaying the finalization of the trade significantly if the buyer is unsigned? E.g.: release the last transaction 3 weeks after the seller confirms that they received the payment (or whatever is necessary to make the charge back much less likely).

One disadvantage for sellers: their security deposit remains locked for longer.
