[bisq-network/bisq] Bump gradle to v6.8.3, mockito to v3.9.0 (#5403)

I upgraded my BigSur OS to latest and could not reproduce this problem with the bundled gradle v5.6.4, and using the `./gradlew` script.

The third-to-last line of your build msgs
`See https://docs.gradle.org/6.8.3/userguide/command_line_interface.html#sec:command_line_warnings`
tells me you ran the build with gradle 6.8.3.  I'm saying don't upgrade gradle or mockito; use `./gradlew build ...`
