[bisq-network/bisq] Payment methods: Add support for M-Pesa (#5022)

Safaricom has a [MySafaricom app](https://www.safaricom.co.ke/personal/m-pesa/do-more-with-m-pesa/manage-your-m-pesa) on [Google Play (Android)](https://play.google.com/store/apps/details?id=com.safaricom.mysafaricom) and [App Store (iPhone / iPad)](http://appstore.safaricom.com/Web/shop/details.aspx?cid=225665&ct=AP) with the ability to manage an m-Pesa account, including the ability to share a transaction record:

Then earlier this year (2021), there is now apparently an m-Pesa (standalone) app, as described in this  [article on Tech-Ish](https://tech-ish.com/2021/02/01/new-m-pesa-app-really-good).  In the article it is shown tha tthe app will produce a PDF with a receipt (example: [receipt](https://twitter.com/DicksonOtieno/status/1364533634422702080)).  The use of either app is not required, as m-Pesa can be used from a feature phone even (thanks to the ability to transact using STK (SIM Toolkit)).
 
There is also [Safaricom Selfcare](https://selfcare.safaricom.co.ke) web access, and [other methods for accessing a transaction statement as well](https://blog.l-pesa.com/index.php/2020/10/07/how-to-get-your-m-pesa-statements-in-4-ways)
