[bisq-network/bisq] Investigations for a new trade protocol (#5430)

To answer a FAQ about using L-BTC as base currency on Bisq, is "okay I traded by fiat to buy L-BTC on Bisq, but how do I get BTC?" this is easy, we just make an atomic swap service that swaps L-BTC for Bitcoin Lightning sats, thereby avoiding all Bitcoin blockchain fees, and the Liquid fees are 0.1 sat/vB all the time, so we can basically trade for free.
