[bisq-network/bisq] BISQ 64bit 1.7.2 won't launch on windows 10 (#5648)

I was able to install it on my friend's laptop, I returned the funds I had moved there, and ran out!  Uninstalled it everywhere. I did all that before trying shift right-click, but it does seem like a graphical glitch like @58gems was saying.
