[bisq-network/proposals] Promote that Bisq contributors run Tor relay nodes (#326)

Added two new relays with the bisq prefix Nickname and with proof of that I'm the Operator:

2TB bandwidth plan can relay <1TB.

data transfer | 

time | 1 month
data | 1 TB (terabyte)
results into average data rate | 3.044 Mb/s (megabits per second)
= 380.5 kB/s (kilobytes per second)
= 0.3805 MB/s (megabytes per second)

The min. requirements could be fulfilled with relay having only 3 Mbit/s symmetrically links, while saturated.
