[bisq-network/proposals] BSQ trading fee update for Cycle 27 (#339)

_This proposal keeps a record of the [process](https://bisq.wiki/Updating_BSQ_trading_fees) to keep the BSQ trading fee at 50% discount to BTC trading fee. It will remain open until we need to update BSQ trading fees again._

Last update was on #333

## Cycle 27
**Parameters** ([see issue](https://github.com/bisq-network/proposals/issues/289))
* USD/BTC price: 48.800
* USD/BSQ price: 1.47
* Current BSQ discount: 65%

It's necessary to **update BSQ trading fee on Cycle 27**.


### New BSQ trading fees
A change parameter request for BSQ trading fees will be submitted to DAO voting:
New BSQ maker fee: `13.16`
New BSQ taker fee: `92.15`

The 15% cap to increase BSQ trading fees has been used.
