[bisq-network/compensation] For Cycle 27 (#896)

@pazza83 can we be push SWIFT harder? It's been pretty obvious for a while that wallclockbuilder would not come through for it...I mentioned this to you privately back in June. Bisq as it stands will become a market for high-value and high-trust transactions and SWIFT is perfect for that.
