[bisq-network/proposals] Proposal for a new Comptroller role (#340)

@clearwater-trust my concerns are somewhat described [in this report](https://docs.google.com/document/d/1MxajknrXxZvJ4MKMhtaVhXfkb6TlaINTbqmryCbCUbw/edit). I'm not sure it's clear _what_ the project seeks to accomplish in the mid-to-long-term, and so talking about _how_ it should manage stuff with a new administrative role seems like jumping the gun.
