### Description
Bisq keeps crashing with the error: Bisq DAO state needs to be resynced.

#### Version

v1.7.5

### Steps to reproduce

start it and wait few minutes to hours. 

### Expected behaviour

not crashing

### Actual behaviour

crash and error message.
