[bisq-network/growth] Add Webmoney payment processor (Issue #259)

Hello. This is humble request to add Webmoney platform to list of supported payments by bisq

### Why

[Webmoney](https://wmtransfer.com) is a well known and popular payment processor operating in Russia operating for over 20 years. They have a huge ecosystem consisting of millions of users, merchants and exchanges and banks. Furthermore, they support some cryptocurrencies such as bitcoin natively as part of their system so there is already a big crypto community using the system.
They maintain an [official wiki](https://wiki.wmtransfer.com/projects/webmoney/wiki) with information for users and fully documented APIs for developers to easily integrate webmoney into their businesses.

### Region

Webmoney operates globally with some exceptions. However the main userbase reside in Russia, Ukraine and eastern europe.

### Currencies

Webmoney supports multiple currencies and cryptocurrencies, each held in their own specific purse. The major purse types include:

- WMZ: Equivalent to US Dollar
- WME: Equivalent to Euro
- WMP: Equivalent to Russian Ruble
- WMX: Equivalent to mBTC (1 WMX = 0.001 btc)
- WML: Equivalent to mLTC

### Chargeback risk

Low.
There are multiple types of transfers available. The direct transfer method is instant and irrevocable. 
There are also two types of protected transfer. Money sent via a code protected transfer is frozen until the receiver inputs a code they must get from the sender. Money sent via time protected transfer is frozen for a certain amount of time as set by the sender, during which time the transfer can be challenged via the arbitration system. Once the transaction completes with funds unfrozen, it is irrevocable.
However, as receivers can choose to only accept direct transfers, the chargeback risk is non-existent.

### Size of user base

### Data requirements

To make a transaction, the receiver's purse ID is required. However it's also possible to make a payment to either one of receiver's e-mail address, phone number or WMID.

### Verification

Transaction shows up in both sender's and receiver's history. They can see the transaction and generate an online receipt if desired.

### Duration

Direct purse to purse transfers are instant. protected transfers can be delayed up to a specific time as decided by the sender.

### Fees

Webmoney charges 0.8% per transaction (not less than 0.01 units of purse type), deducted from the sender's purse. Maximum fee per transaction depends on purse type. For WMZ and WME transfers, maximum fee is 50WMZ or 50WME.

### Fraud risk

Low.
Webmoney have verification system in place with various tiers of verification, making it difficult to cheat the system. 

### Payment amounts

Minimum transfer amount is 0.01 units of purse type. Maximum amount depends on the purse type and sender's verification level. For the most basic verification tier (Alias passport) there is a daily transfer limit of 100 WMZ. There is no limit for WMZ transactions for highest level of verification (personal passport)

### Payment description

Yes, It's possible to add notes when making a direct transfer.
