Atomic Swaps are only possible between cryptocurrencies not for Fiat. BTC-XMR atomic cross chain swap is still in development and on the roadmap for Bisq 2.0.
Payment via Paypal... are insecure due easy chargeback.
Security model of a CEX is very different to a DEX. It is easy to "swap" BTC to Fiat when the CEX holds both your BTC and your fiat. Also company based exchanges are exposed to regulatory forces, thus violating users privacy.

Some modern FinTech companies offer APIs, but there is no standard and implementing for each institution their API will be a major effort. Also comes with some added security risks.
