[bisq-network/bisq] heightOfLastBlock must match chainHeight (Issue #5934)

Ok, `BsqBlocks` came with v1.8.0.  I'd recommend upgrade to release v1.8.0, then follow https://github.com/bisq-network/bisq/issues/5917#issuecomment-994911406 if necessary.
