[bisq-network/proposals] Allow 1sat/vByte fee for withdrawals (#343)

I think just the value of work time and effort spent on that proposal exceeds already the potential savings for the few who really want this. Not counting in **potential problems to other traders and mediation/arbitration support**. As state elsewhere its more complex as the people proposing this are willing or able to understand. I don't want to repeat myself as it was discussed in length at the discussion page. 

I would demand a DAO voting for that proposal if it would get enough support by up votes to be considered to be implemented.
