[bisq-network/compensation] For Cycle 21 (#762)

Anyone can have a look to your original PR to make their own opinion. There have been good reasons why that PR went through endless review discussions and never got an OK from 2 different reviewers (me not included). Don't provoke me to list more of the terrible ad weird details of that PR... I would have been faster to rewrite from scratch anyway instead of doing a code refactor of your code which led to a 95% rewrite at the end. The idea as I stated was solid and the only value of the work. But that idea was no rocket science and 1500 USD is already quite high for such a more or less trivial concept. 
I really stop now to respond to that unpleasant conversation.
