[bisq-network/proposals] Implement Hashrate Derivatives (#298)

Great work on the ideas. However, a "no" for me, for _now_. 

Reason: other priorities should take precedence = Bisq focusing on improving _general_ trading/exchanges. 

What's involved in that? 
- Communication i.e. better at extending offers to others (#288) _[Proposal to increase liquidity on Bisq by allowing each offer to have multiple payment methods and currencies associated with it]_
- Improve communication between traders once taken ([#5074](https://github.com/bisq-network/bisq/issues/5074)) _[Improve "Portfolio" icon to aid communication between traders]_
- Improve communication between arbitrators/mediators if any escalations by (#[5044](https://github.com/bisq-network/bisq/issues/5044)) _[Add ability for mediator's & arbitrator's to see "Trader Chat" (upon escalation)]_
