[bisq-network/proposals] Add delayed refund transactions (#303)

Tangentially related to addressing these issues:
- Improve communication between traders once taken ([#5074](https://github.com/bisq-network/bisq/issues/5074)) _[Improve "Portfolio" icon to aid communication between traders]_
- Improve communication between arbitrators/mediators if any escalations by (#[5044](https://github.com/bisq-network/bisq/issues/5044)) _[Add ability for mediator's & arbitrator's to see "Trader Chat" (upon escalation)]_
- Add Notification icon for Mediation and Arbitration chat ([#5097](https://github.com/bisq-network/bisq/issues/5097))
