[bisq-network/compensation] For Cycle 21 (#762)

For the record: when there is contention about a compensation request being approved (as is the case here), there is nothing stopping the contributor from going ahead with submitting their request to the DAO, and there is nothing stopping DAO stakeholders from voting for it as they see fit. In such a case, it is the submitting contributor's burden to make a convincing case as to why their request should be voted for despite the refusal of team leads and reviewers to approve it here in GitHub. If the contributor is unwilling to do that, or does not think doing so will work, then they should reflect on *why* that is and whether continuing to participate in the DAO is in their best interests.

I, too, will not engage in further discussion on this thread. I have written the above for posterity to help clarify the process and thinking around conflict resolution in the DAO.
