[bisq-network/proposals] Add delayed refund transactions (#303)

Ah interesting idea to use the signature for data recovery! 
If we assume that the user has access to his seeds we could also use it for encypting the deplayed payout transactions and share it either with the mediators or keep in in the network for a certain time period (e.g. using TTL).
