[bisq-network/bisq] Sign-Verify, Encrypt-Decrypt and onion addresses (#5174)

Bisq Mediators wouldn't be locked to Keybase. As long as users can sign strings and verify signatures on Bisq, the chatting can be done elsewhere where the chatting tools are better suited for:
- notifying of new messages
- sending files
- reliability of messages being sent

Bisq chat tools can be a burden on the P2P network to transmit and store the data, developers for continued maintenance and development and those engaging in conversation due to the pain points mentioned above.
