[bisq-network/bisq] Transaction from Multisig doesn't show up on Blockchain. (#5193)

This problem is reproducible as follows:

- Alice offers to sell 0.01 BTC.
- Bob takes the trade and initiates fiat payment.
- Alice opens mediation.
- Mediator closes the ticket awarding Bob (bank issue).
- Bob accepts the proposed solution & signs the proposed payout Tx.
- Mediator re-opens the ticket, adjusts the payout, and closes the ticket.
- Alice accepts the revised solution, signs and broadcasts the payout Tx.

The broadcasted tx is rejected by bitcoin core because Bob's signature was for the earlier payout amounts.

Bob and Alice's wallets are left with a transaction that does not confirm.
Payout has to be resolved using the Emergency tool.
