Reopening the proposal for Add ATH Móvil as a new payment method as discussed [previously](github.com/bisq-network/bisq/issues/1868) and rekindled by @btcpuertorico

ATH Móvil is a mobile payments application developed by [Evertec Inc](https://evertecinc.com/). It allowing users with bank accounts in Puerto Rico to send and receive money instantly to each other, for free.
### Region / Currencies
ATH Móvil is currently only offered in Puerto Rico and only supports USD.
### Account verification
Users with accounts at any of the [listed banks](portal.athmovil.com/terminos) can open an account.
### Chargeback risk
Low.
It is not obvious on the terms but @btcpuertorico informs me it is extremely difficult, almost non existent and they they have not heard of any case of chargebacks.
### Size of user base
1 million users (third of the population of Puerto Rico)
### Prohibited Uses
Unknown
### Data requirements
You only need the phone number of the other person.
### Verification
Mobile app so screenshot / video will be needed.
You also receive confirmation email with name, phone number and amount transferred.
### Duration
Immediate.
### Fees
Free for individuals.
### Limits
$500 per day.
This would make limits low at current prices <0.01 BTC not sure if this would be do-able on layer. Remains to be seen if miner fees will reduce back to levels to allow trading of less than 0.01 BTC being practical.
### Fraud risk
Low.
