[bisq-network/compensation] For Cycle 22 (#781)

This proposal is using the same method to calculate the BSQ rate as for [Cycle 21](https://github.com/bisq-network/compensation/issues/755#issuecomment-760297872) and it was considered that this could happen on this cycle as some of them retrieved from asking for compensation on Cycle 21. https://github.com/bisq-network/compensation/issues/782#issue-805682986
After some discussion during this cycle, I made a proposal to use 30D average in order to reduce this difference between spot and compensation prices. https://github.com/bisq-network/proposals/issues/313
