[bisq-network/proposals] BSQ trading fee update on Cycle 20 (#291)

This proposal keeps a record of the [process](https://bisq.wiki/Updating_BSQ_trading_fees) to keep the BSQ trading fee at 50% discount to BTC trading fee. It will remain open until we need to update BSQ trading fees again.

## Cycle 20

**Parameters** ([see issue](https://github.com/bisq-network/proposals/issues/289))
* USD/BTC price: 29412
* USD/BSQ price: 0.98
* Current BSQ discount: 66.5%

It's necessary to **update BSQ trading fee on Cycle 20**.

### New BSQ trading fees
A change parameter request for BSQ trading fees will be submitted to DAO voting:
New BSQ maker fee: `11.56`
New BSQ taker fee: `80.95`

The 15% cap increase has been used. 
With today's prices and if this proposal is accepted, Bisq will still be offering a 61.5% discount for trading fees when paying in BSQ over paying in BTC. This should stimulate BSQ burning and help to organically bring it back to the desired 50% discount rate.
Although BSQ is lagging against BTC, USD/BSQ price is getting back to the 1BSQ-1USD rate used at DAO genesis.
