### Description

Bisq has a mechanism in place to confiscate a contributors bond.

However I am not aware of any mechanism in place to return a contributors bond if the contributor becomes incapacitated. This could happen for a variety of reasons; death, server illness or injury, incarceration etc.

I propose there should be a mechanism in place to return the contributors bond after a period of inactivity. I am assuming the bond is link to a BSQ address that the funds were sent from.

This would allow bonded contributors to be assured of the return of their bond to themselves, or their next of kin should any of the above unfortunate circumstances arise. 

Inheritance planning especially when it comes to crypto is something that a lot of people do not make plans for. Bisq should ensure that it's contributors can make plans for what happens to their bond in any of the  above circumstances. 

### Expected behavior

If a bonded contributor becomes incapacitated for a period of 12 months, and no adverse issues have been caused, their bond will be returned to the BSQ address they sent to bond from.

If a bonded contributor becomes incapacitated for a period of 12 months, and no adverse issues due to their incapacity have been caused, their bond will be returned to the BSQ address they sent to bond from, minus the costs to address to adverse issues.

Both the above could be subject to a DAO vote.

### Actual behavior

I am not sure if anything exists now to return funds due to incapacity. I have not read anything if it does exist. 

#### Additional info

Some roles might be more at risk of having adverse effects happen if a period of inactivity occurs. This is not the fault of the contributor. Bisq should have redundancy plans for contributors that may become incapacitated.
