[bisq-network/proposals] Reimbursement of bond/s if no activity from contributor for 12 months (#293)

I'm not sure I follow the issue. The funds in a bond can always be unlocked by the owner. There is a waiting period before the BSQ can be spent after the unlock procedure is started, but the only thing the DAO can do is confiscate the funds during this time. There is no way for the DAO to send these funds anywhere since it's just colored BTC.
