[bisq-network/dao] Cycle 20 DAO vote failed. Resubmit your compensation requests at Cycle 21. (#21)

Due to Tor v3 [issues](https://consensus-health.torproject.org), voting for Cycle 20 failed.
All the contributors who submitted a compensation request for Cycle 20 need to submit their compensation requests again. You can submit compensation for past contributions together with contributions made during Cycle 21. To facilitate reviewing, create your `[WIP] For Cycle 21` compensation request and indicate tasks that were already reviewed with `(Cycle 20)` at the "Notes" column.
[This is a live example](https://github.com/bisq-network/compensation/issues/756) on how to _export_ failed compensation requests. We should complete it with tasks done at Cycle 21 in the following rows. If @bisq-network/team-leads want to change this process, let us know it in this discussion.

Deadline for compensation request is January 27th. Please take special care to make it on time as reviewers will have extra job to do.

Rate is [0.8 USD/BSQ](https://github.com/bisq-network/compensation/issues/755).

Trading fees paid in BSQ could not be updated as it's a change parameter [DAO proposal](https://github.com/bisq-network/proposals/issues/291#issuecomment-757523785), which also failed. Due to special circumstances, the cap for trading fee increase has been raised to 30% instead of the usual 15%.
