[bisq-network/compensation] BSQ rate for Cycle 21 is 0.8 USD per 1 BSQ (#755)

Problem would be that most contributors will be compensated for tasks done at Cycle 21 and do it into the same proposal. Maybe we could use an in-between rate for all proposals, even those which only are meant for a single cycle?
