[bisq-network/support] Reimbursement and compensation for trade 9nwxc (#752)

I got a message from tradehelp this friday (15th of Jan).

The tricky part here is how to verify he is who he says he is. I think we will be able to verify either by him moving the XMR to another address of his that tradehelp will provide or by signing a message (although I am not sure how to verify that in Monero)
