[bisq-network/proposals] BSQ rates for cycle 22 (#300)

I propose in advance what BSQ rates could be used for next cycle to see if it has rough consensus. I'm using the default 5% outlier removal.

30 Day BTC/BSQ: 0.00006020
30 Day USD/BSQ: 2.1
90 Day BTC/BSQ: 0.00004960
90 Day USD/BSQ: 1.21

Please upvote to get a sense of consensus. If you disapprove, suggest a modification. Taking this to DAO vote should be rare.
