I think it's an interesting idea but I don't really feel it aligns with where bisq is right now. At some point it might be more reasonable to look at these kinds of contracts.

There is value in being able to hedge hash rate, and many other things, so I don't consider it to be gambling. This proposal is particularly nice in that the resolution is on chain so it's an atomic operation with no need for arbitration. I would let users handle the broadcast themselves, either through bisq or through some other means.

It's tricky to limit the handling of BTC by bisq since an offer needs to be available to be taken and automatically fund the 2of2 tx. If both sides have to take a manual funding step during the offer take process it's much less likely to succeed.
