[bisq-network/compensation] For Cycle 26 (#878)

@pazza83 for the mediator report please copy the format used above by Huey and me. Rather than just go over every mediation one by one, do a little summary of the amount of cases and why they happened. No need to provide trade ids. My [Team Lead](https://bisq.wiki/Compensation#Team_Lead)  review is complete and I approve this request. Please submit your DAO proposal and paste the transaction ID here as a comment when complete, thanks.
