[bisq-network/bisq] Missing mediation proposals lead to no option for users to be able to send funds to arbitrator (#5642)

### Description

If a bug prevents a mediator from seeing a support ticket it means no mediation proposal can be issued.

In the absence of a mediation proposal there is no option for BTC buyer or BTC seller to reject / accept mediation proposal, and therefore, no option (within the app) for either trader to send funds to the donation address / open a ticket with the refund agent.

### Steps to reproduce

- Open mediation on a trade
- If no response from mediator (or ticket not opened with mediator), there is no option to send funds to donation address, even once blockheight passes the time-lock.


### Expected behaviour

Once blockhheight passes time lock users should always have an option to send the donation address to the deposit address

OR 

Once blockheight passes time lock funds in the deposit address should automatically be sent to the donation address (not sure if this is technically possible on the mainchain, but if it does not present a security risk I think this would be the preferred option so the DAO can profit in the case of 2 unresponsive traders). 


### Actual behaviour

Funds become locked and mediation assistance is needed to send locked funds to the deposit address.

Despite the blockheight being passed to allow for the funds to be sent to the donation address neither trader can send funds to the donation address.

If funds could be automatically sent to the donation address when lock time expires (or even xxxx amount of blocks later to give time for agreement of traders) this would be the preferred solution.
