[bisq-network/compensation] BSQ rate for Cycle 27 is 1.23 USD per BSQ (#886)

The recommended rate to be used for compensation requests on cycle 27 is **1.23 USD/BSQ.**

Rate for last cycle: #868 
30D volume weighted average has been used, as in proposal [#313](https://github.com/bisq-network/proposals/issues/313). 
5% outlier removal has been used.
