[bisq-network/bisq] CLI number opt validation (#5264)

During API testing, found a bug related to opt validation.

This was the error:

`./bisq-cli --password=xyz --port=9998 sendbtc --address=bcrt1qtkap4nssgs9rxga8grjcee3vtsvtx2jrqkh6ch --amount=1`
 
`Error: '' is not a number`

Fixed by [this](https://github.com/bisq-network/bisq/pull/5259).
