[bisq-network/compensation] For Cycle 22 (#796)

I have reduced the compensation 30USD because there is a case which was just an invalid delayed payout. I think that I should get something because there is a slight risk that I make a refund by mistake, but not 50USD.
The conflict of interest doesn't come from a per-case or a % of refunds rate, but because I could generate fake reimbursement cases to increase the amount of my compensations. That's why I think all refund cases, except bug related, should have a fee for the DAO.
