[bisq-network/proposals] BSQ trading fee update on Cycle 22 (#318)

This proposal keeps a record of the [process](https://bisq.wiki/Updating_BSQ_trading_fees) to keep the BSQ trading fee at 50% discount to BTC trading fee. It will remain open until we need to update BSQ trading fees again.

Last update was on #301 

## Cycle 20

**Parameters** ([see issue](https://github.com/bisq-network/proposals/issues/289))
* USD/BTC price: 50,000
* USD/BSQ price: 2.52
* Current BSQ discount: 62%

It's necessary to **update BSQ trading fee on Cycle 22**.



### New BSQ trading fees
A change parameter request for BSQ trading fees will be submitted to DAO voting:
New BSQ maker fee: `8.66`
New BSQ taker fee: `60.59`

The 15% cap to increase BSQ trading fees has been used.
