[bisq-network/bisq] Temporary solution for high mining fees (#5282)

This is what we have to do right now for any sort of DCA. Monitoring the mining fee every 10 minutes to see if its favourable for creating an offer is just the kind of annoying work bisq can help with. Users are already doing it. The mempool Keybase has a channel dedicated to fees. The pain point  validates the need.
