[bisq-network/bisq] Temporary solution for high mining fees (#5282)

Triggering multiple offers can be useful, that way the user doesn't have to rush to publish before the mining fee rate changes. However since that time is 10mins, the user has enough time to publish at least 10 offers before the fee rate changes. 

I'm happy to auto publish all pending offers if @ripcurlx approves.
