[bisq-network/proposals] Reduce by half the min and max BTC limits to adjust fiat BTC price increase. (#295)

Yeah this proposal needs more attention. 

Maybe it needs to be split up into proposals that affect distinct variables: 
- minimum security deposit (currently 0.006)
- maximum signing amount (currently 0.01)
- trade size scaling factor (currently 2)
