[bisq-network/bisq] Priorities (Bigger Picture Solutions) (#5271)

The whole CEO concern I think is not such a big deal as we make it out to be. We are perhaps a bit too influenced by what we have seen in other startups. If Bisq has a clear **mission**, priorities can just as easily be set by a small group as by a CEO. You can have a structure like this:

0. DAO                                       --> votes on compensation and important decisions
1. Team Leads (5-10)                 --> collegiate decisions on priorities, individual direction of regular work
2. Regular contributors (10-50) --> work under team leads
3. Occasional contributors (100) --> join projects under team leads or work for bounties
4. Market makers, power users (1000) --> have their own business models within Bisq but are fully independent
5. Users (10.000-100.000) --> Use Bisq. Can participate in DAO.
