[bisq-network/proposals] Reduce maximum trade size for unsigned payment accounts (#322)

@chimp1984 I think it's more transparent to add this in code rather than as a filter. Best would probably be as a DAO parameter but that would take a while to implement. My suggested changes would allow for immediate deployment in the coming release with cutoff tomorrow and the follow up on limitation in the release after.
