[bisq-network/proposals] Reduce maximum trade size for unsigned payment accounts (#322)

Just to share some anecdotal experiences from my limited experience on https://bisq.wiki/Keybase-Buy_Bitcoin for small amounts of BTC.

- New users looking to buy 0.007 BTC are generally happy to complete the trade based on quoted prices
- New users looking to buy of <0.0035 BTC are 50/50 happy to complete the trade based on quoted prices (bearing in mind it is only the seller in this instance that has to pay mining fees). If buyer had to pay for the 3 transactions in the Bisq trade protocol it would be even less than 50/50.
