[bisq-network/compensation] BSQ rate for Cycle 23 is 2.18 USD per 1 BSQ (#805)

With three votes in favour of using the rate at the beginning of the cycle and 0 in favour of using the rate a week previous to end of proposal phase, the new rate is 2.18USD 
For next cycle Bisq will use the 30D average at the beginning of the cycle.
